I am writing regarding a lawyer named Katsuya Fukunaga. He is a lawyer who travels the world and idolizes Takashi Tachibana. He frequently spouts abusive language on X (formerly Twitter) and has been the subject of multiple complaints to the bar association seeking disciplinary action; however, when I called to inquire, I was told that current attorney laws do not cover disputes involving social media behavior, so it seems no disciplinary measures have actually been taken.
He apparently became the highest-earning lawyer in Japan through work related to TEPCO and has even published a book on the subject. Recently, he talks a lot about stocks—claiming to have made 30 million yen or something similar—raising questions about his conduct as a lawyer.
He is also popular on YouTube and has received the "Silver Creator Award." Regarding his travels, he visited Austria—which is in Central Europe—but referred to it as "Eastern Europe." I have confirmed him making this erroneous statement on two separate occasions.
Consider the Habsburgs: during the era of the Austro-Hungarian Empire, Hungary (part of Eastern Europe) was treated as a secondary power. Classical musicians from Eastern Europe often couldn't get into orchestras in Western Europe, so they would move to America to find work; that was the general situation. If you wander around Europe without studying history—walking through Budapest, Hungary, for instance...
There was also the incident where he called Ayaka Otsu a "pan-pan" (a derogatory term for a prostitute catering to occupation troops).
He speaks loudly in public while walking and filming for YouTube. Recently, when he visited the defendant Takashi Tachibana in detention, Tachibana reportedly said he would run in next year's Hyogo Prefectural Assembly election. Fukunaga has also written on X about potentially running himself and apparently visited Amagasaki recently to scout the area. He claimed Amagasaki was as beautiful as a famous district in Tokyo—which is a strange comparison, given that the pedestrian overpass near the Amagasaki hall is so dilapidated it looks like it needs replacing, and the town itself is quite old. It was the same with Assemblyman Okuya: these figures have supporters nationwide who tag along in droves. Consequently, the actions taken by Takashi Tachibana—such as the incident in front of Assemblyman Okuya’s home—are treated like entertainment, with people laughing and making a commotion about it. If Defendant Takashi Tachibana or attorney Katsuya Fukunaga run in the Hyogo Prefectural Assembly election, they will likely bring that same crowd of followers along again; I am concerned they might engage in behavior that violates nuisance prevention ordinances or causes trouble for neighbors. After all, they showed up near Assemblyman Takeuchi’s home as well. I ask that you keep a close watch not only on potential election law violations but also on the actions of the people following them, and I urge you to ensure the safety of Assemblywoman Maki Maruo.
